in which Inspector Stanton has discharged his duties since I assumed command of the Force. His energy is unflagging and the knowledge and intelligence he brings to bear on any work he has in hand is invaluable.

Inspector Stanton has 24 years service and is a First Class Inspector. He can hardly look to the Chief Inspectorship for promotion. His exceptional knowledge of Chinese would be wasted in that post, and his long connection with the Detective Staff has rendered him deficient in certain qualifications which are essential in a competent Chief Inspector, as for example in knowledge of drill.

I have therefore to recommend that a new appointment be created for Inspector Stanton, viz:- that of Chief Detective Inspector (which is in reality what he is, for he has a Detective Inspector under him in the Detective Staff).
I would propose that the Chief Detective Inspector rank equally with the Chief Inspector and that his salary be the same as that of the latter officer, viz:- $1690 per annum.
6. The pay of a First Class Inspector (which is the rank Inspector Stanton holds) is $1383 per annum.
I suggest that to make up such salary to $1830 per annum without unduly increasing the expenditure of the Department, the appointment of Inspector of Weights and Measures (which is an appointment the Governor makes under Ord. 3 of 1885 Section 3)
